About the Role
We are seeking an experienced and driven Business Development Specialist to join our team, focused on expanding our home care services within Maryland. The ideal candidate will have in-depth knowledge of Maryland’s Home and Community-Based Services (HCBS) waivers, including Community First Choice (CFC) and Community Personal Assistance Services (CPAS), and a proven track record in business development. You will play a critical role in identifying growth opportunities, building relationships, and driving referrals for our traditional home care services.
Key Responsibilities

Business Development:
- Develop and execute strategic plans to grow the client base, focusing on HCBS waivers and private-pay services.
- Cultivate relationships with referral sources, including hospitals, discharge planners, social workers, and community organizations.
- Establish partnerships with local Area Agencies on Aging (AAAs), Managed Care Organizations (MCOs), and Medicaid case managers.

Market Knowledge:
- Stay up-to-date on Maryland’s Medicaid programs, including CFC and CPAS, and maintain a deep understanding of regulatory changes affecting home care.
- Analyze market trends to identify growth opportunities and refine marketing strategies accordingly.

Client Engagement:
- Educate potential clients and families about the company’s services, emphasizing how HCBS programs can help them access care.
- Provide support and guidance during the enrollment process for eligible waiver programs.

Collaboration:
- Partner with clinical and administrative teams to ensure seamless service delivery for new clients.
- Act as a liaison between clients, caregivers, and internal teams to address any issues or opportunities for improvement.

Reporting & Tracking:
- Maintain detailed records of outreach, referral activities, and client acquisitions.
- Provide regular updates to leadership on business development progress and market challenges.
Qualifications

Experience:
- Minimum of 3-5 years of experience in business development, marketing, or sales within the home care or healthcare industry.
- Prior experience working with HCBS waivers, including CFC and CPAS in Maryland, is required.

Skills & Competencies:
- Strong knowledge of Maryland Medicaid and waiver programs.
- Proven ability to build relationships with referral sources and navigate the healthcare ecosystem.
- Excellent communication, negotiation, and presentation skills.
- Ability to work independently and drive results in a competitive environment.

- Bachelor’s degree in business, healthcare administration, or a related field preferred.
- Equivalent experience may be considered.
