Salary: $75,000–$78,000 + Bonus Eligibility

About the Opportunity

A growing Medicaid-based home care agency serving Memphis and surrounding West Tennessee communities is seeking an experienced Director to oversee daily operations, compliance, staffing, client services, and continued agency growth.

This role is ideal for an established home care leader with experience managing Medicaid-funded services, HCBS/LTSS populations, caregiver operations, and managed care relationships.

The Director will have responsibility for both the day-to-day performance of the Memphis operation and its continued growth while ensuring clients receive reliable, high-quality care.

Key Responsibilities

Leadership & Operations Management

  • Oversee all day-to-day operations of the Memphis home care agency
  • Manage caregiver staffing, scheduling, and client placements
  • Supervise office staff, care coordinators, and field employees
  • Ensure services are delivered according to client care plans and authorizations
  • Monitor staffing coverage and address service gaps
  • Maintain a positive, accountable culture for office staff and caregivers
  • Support continued client and caregiver growth

Compliance & Regulatory Oversight

  • Ensure compliance with Tennessee Medicaid/TennCare requirements and applicable home care regulations
  • Maintain adherence to HCBS and LTSS program requirements
  • Ensure compliance with managed care organization requirements and workflows
  • Oversee audits, incident reporting, corrective action plans, and quality assurance
  • Ensure employee and client documentation remains accurate and current
  • Monitor authorizations, assessments, service plans, and required documentation

Client & Community Relations

  • Serve as a primary point of contact for clients, families, and referral partners
  • Address client and caregiver escalations professionally and promptly
  • Develop strong relationships with case managers, care coordinators, and community partners
  • Work with TennCare managed care organizations, including BlueCare Tennessee, UnitedHealthcare Community Plan of Tennessee, and Wellpoint
  • Participate in client onboarding and care plan reviews as needed
  • Support referral development and agency growth throughout the Memphis market

Business & Administrative Oversight

  • Oversee billing accuracy, payroll approval, and authorization tracking
  • Monitor service hours, caregiver utilization, staffing levels, and caseload growth
  • Track operational performance and identify opportunities for improvement
  • Collaborate with senior leadership on budgeting and operational planning
  • Help develop and execute strategies for continued growth in Memphis and West Tennessee

Qualifications

  • 3+ years of leadership experience within a home care or home health agency
  • Direct experience managing home care agency operations strongly preferred
  • Experience working with Medicaid-funded home and community-based services
  • Knowledge of TennCare, HCBS, LTSS, and managed care operations strongly preferred
  • Experience managing caregivers and office staff
  • Strong understanding of staffing, scheduling, compliance, client services, and operational performance
  • Excellent organizational, communication, and leadership skills
  • Ability to manage multiple priorities independently
  • Strong problem-solving skills and ability to operate effectively in a fast-paced home care environment

Preferred Experience

  • Previous Administrator, Director, Branch Manager, Executive Director, or Operations Manager experience within home care
  • Experience with TennCare Medicaid populations
  • Experience working with BlueCare Tennessee, UnitedHealthcare Community Plan of Tennessee, Wellpoint, or other Medicaid managed care organizations
  • Experience with HCBS and LTSS programs
  • Existing relationships with Memphis-area case managers, care coordinators, referral sources, or community organizations
  • Experience growing a home care agency's client census and caregiver workforce
  • Bachelor's degree in healthcare administration, social services, business, or a related field
