Compensation: Up to $65,000 annually

THE MISSION

This isn't a traditional desk-based HR position.

A growing home care organization is looking for a hands-on Regional HR & Recruiting Manager to take ownership of caregiver recruitment, workforce development, employee relations, and HR execution across multiple agency branches throughout Passaic and Essex Counties.

The person selected for this position will work directly with branch and operational leadership to make sure each location has the people it needs to serve its clients and continue growing.

You'll be expected to understand what is happening at each branch, identify staffing challenges before they become operational problems, build stronger recruiting pipelines, improve retention, and create consistency in HR practices across the region.

For someone who knows New Jersey home care and is ready to move beyond a single-office recruiter or HR role, this is an opportunity to take on broader regional responsibility.

You will have responsibility for HR and recruiting support across multiple locations in Passaic and Essex Counties.

Your priorities will include:

Build the Workforce

Develop and execute recruiting strategies for CHHAs, caregivers and other home care personnel.

Create strong candidate pipelines in the communities served by each branch.

Identify new recruiting channels, referral sources, community partnerships, hiring events and grassroots recruiting opportunities.

Monitor open positions and staffing needs across the region and shift recruiting resources where they are needed most.

Lead Regional Hiring

Oversee the recruiting process from candidate sourcing and screening through interviewing, selection, onboarding and orientation.

Work with branch leadership to establish hiring priorities based on current clients, upcoming cases and anticipated growth.

Track recruiting activity, candidate conversion, hiring results and staffing trends by branch.

Hold the recruiting process accountable for results rather than simply applicant volume.

Strengthen Retention

Stay connected to caregivers after hire and identify issues contributing to turnover.

Partner with branch leadership to improve caregiver engagement, communication and retention.

Identify patterns in employee departures and recommend practical solutions.

Help create an employee experience that makes caregivers want to stay and refer others.

Own Day-to-Day HR Execution

Serve as a resource to managers and employees on HR policies, employee relations and workplace concerns.

Support performance management, coaching, corrective action and conflict resolution.

Help ensure employee documentation, credentials, personnel files and required employment records remain complete and current.

Maintain consistent HR practices across multiple branch locations.

Partner With Operations

Work closely with branch managers and senior leadership on workforce planning and staffing strategy.

Understand each branch's census, client needs, open cases and hiring challenges.

Provide leadership with regular visibility into recruiting performance, staffing risks, turnover and workforce trends.

Be willing to spend time in the branches and communities you support. This is a regional leadership position, not a remote recruiting role.

A successful Regional HR & Recruiting Manager will:

THE BACKGROUND WE'RE LOOKING FOR

Required

• Previous home care industry experience

• Recruiting and human resources experience

• Experience recruiting caregivers, CHHAs, HHAs or similar field-based healthcare employees

• Bilingual fluency in English and Spanish

• Strong understanding of the challenges involved in high-volume home care recruiting

• Experience with onboarding, employee relations and HR administration

• Ability to travel between agency locations throughout Passaic and Essex Counties

• Strong communication, judgment, organization and follow-through

Especially Valuable

• Previous responsibility for more than one branch, office or territory

• Experience leading or mentoring recruiters or HR staff

• Knowledge of New Jersey home care employment and caregiver credentialing requirements

• Experience with Medicaid-funded home care operations

• Experience improving caregiver retention or building recruiting programs

• Familiarity with applicant tracking, HRIS, scheduling or home care management systems

• Established relationships within North Jersey caregiver communities

This position is likely to appeal to an experienced Home Care Recruiter, HR Manager, Recruiting Manager, Branch HR Leader or Regional Recruiting professional who has already mastered the day-to-day hiring process and is ready for broader responsibility.

You should be comfortable moving between strategy and execution.

One day you may be reviewing regional hiring numbers with leadership. The next you may be helping a branch solve an urgent staffing problem, coaching a manager through an employee issue, developing a recruiting campaign for a difficult market, or meeting potential referral partners in the community.

You won't inherit a narrow job description.

You'll be expected to understand the business, identify what needs attention and help make it better.
