Job Title: Medicaid Referrals Manager
Location: Remote – Must Reside in Kansas

Salary: $80,000 range + Bonuses $20K+
About the Role
A growing home care organization is seeking an experienced Kansas Medicaid Referrals Manager to support referral growth and client acquisition across Kansas. This is a fully remote role, but candidates must live in Kansas and have strong relationships or experience with major Managed Care Organizations (MCOs) such as UnitedHealthcare Community Plan, Sunflower Health Plan, Healthy Blue Kansas, and Aetna Better Health of Kansas. The ideal candidate understands Kansas Medicaid long-term services and supports (LTSS), HCBS waiver pathways, and referral development within managed care.
Key Responsibilities
Business Development
• Develop and execute strategies to increase referrals for home care and community-based services across Kansas
• Build strong relationships with key MCO partners including United, Sunflower, Healthy Blue, and Aetna
• Establish and maintain partnerships with hospitals, discharge planners, social workers, AAAs, and community organizations
• Expand referral channels through proactive outreach, presentations, and relationship cultivation
Market Knowledge
• Maintain strong knowledge of Kansas Medicaid, HCBS waivers, and MCO authorization processes
• Track industry updates, regulatory changes, and new opportunities within the KC, Wichita, Topeka, and rural Kansas markets
• Identify trends and competitive activity to refine outreach plans
Client Engagement
• Educate members, families, and referral partners on available services and Medicaid benefits
• Support clients through the referral, authorization, and service onboarding process
• Serve as a knowledgeable resource on waiver eligibility and MCO procedures
Collaboration
• Partner with intake, scheduling, and clinical teams to ensure smooth onboarding of new clients
• Communicate proactively with internal teams regarding referral volume, client needs, and service requirements
• Address issues raised by MCOs, clients, or caregivers to maintain strong relationships
Reporting and Tracking
• Document outreach activities, referral outcomes, and client acquisition metrics
• Prepare status updates and performance reports for leadership
• Monitor trends in conversion rates, referral sources, and market growth
Qualifications
Experience
• 3–5 years of experience working with Kansas Medicaid or MCOs
• Direct experience with United, Sunflower, Healthy Blue, or Aetna strongly preferred
• Background in referral management, home care, case management, or MCO provider relations is ideal
Skills and Competencies
• Deep understanding of Kansas Medicaid LTSS and HCBS processes
• Strong communication, relationship-building, and presentation skills
• Ability to work independently in a fully remote environment while achieving measurable goals
• Organized, proactive, and comfortable with CRM/EMR documentation
Education
• Bachelor’s degree in business, healthcare administration, social services, or related field preferred
• Equivalent experience considered
