JOB SUMMARY: The Human Resources Manager guides and manages the provision of Human Resources services, policies, and programs for assigned Agency functional area/s and ensures effective and efficient use of human talent to accomplish Agency goals. The position administers human resources policies and procedures in the areas of legal/regulatory compliance, employee relations, training and performance management, and organizational development planning; and provides support to HR Shared Services  including tactical implementation of a variety of human resources programs and initiatives.

ESSENTIAL DUTIES and RESPONSIBILITIES: 

  • Administer human resources policies and procedures that relate to Agency personnel in assigned functional area/s.
  • Learn and understand about the client services, job positions and general operations of assigned functional area/s. Conduct a site visit to each program site a minimum of twice per year.
  • Ensure the Agency’s legal and regulatory compliance by keeping current on federal, state, and local labor laws and regulations.
  • Ensure policies, procedures and HR programs are consistently administered, aligned with organizational goals and are in compliance with professional standards, state and federal regulatory requirements and laws.
  • Ensure the human resources requirements are successfully executed for internal and external audit and compliance reviews. Direct and/or assist Human Resources Assistants in the preparation of required information for compliance with laws, contracts and grants. Approve all documentation requests from program staff.
  • Coach and train managers in their communication, feedback, recognition, and interaction responsibilities with the employees who report to them. Ensure that the managers know how to successfully, ethically, honestly, and legally communicate with employees.
  • Plan and conduct new employee orientation, Best Practices in HR Management, Performance Appraisal Training for Supervisors, and other staff trainings as required.
  • Lead the implementation of the performance management system that includes performance development plans and employee development programs.

 EDUCATION and EXPERIENCE:

  • Bachelor's degree in human resources or a related discipline.
  • Six (6) years of relevant human resources experience.
  • PHR or SPHR certification preferred.

SKILLS and COMPETENCIES:

  • Knowledge of local, state and federal employment laws and HR best practices.
  • Interpersonal and relationship-building skills.
  • Organizational management skills.
